Additional Property Attributes

The City acquired the property to redevelop it into a surface parking lot for the adjoining Cedar Valley SportsPlex. Demolition activities will occur in the spring of 2014. HR Green completed the original Phase I ESA on the subject property under EPA Brownfields Cooperative Assistance Agreement Number BF-98776801-0 during the month of November 2008. The subject property was part of a larger cluster of properties studied in the report. Cluster #3 consisted of six individual parcels generally located southwest of Commercial Street, northeast of Jefferson Street, and in-between West 1st Street to the northwest and West 2nd Street to the southeast. HR Green completed the Phase I ESA in accordance with ASTM standard E 1527-05; however, the City of Waterloo was unable to secure access to the subject property during the completion of the report. HR Green made all observations related to the subject property from the adjoining public right-of-way as a consequence. Further, HR Green was unable to interview the owner of the subject property. These deviations from ASTM standard E 1527-05 resulted in a data failure. The report recommended the completion of a Phase II ESA based on the presence of five (5) off-site recognized environmental conditions (RECs) that had the potential to impact the subject property. HR Green conducted a Phase II ESA on the Cluster #3 Properties under EPA Brownfields Cooperative Assistance Agreement Number BF-98776801-0 in December 2009. HR Green completed the report in accordance with ASTM standard E 1903-05. The report recommended no further investigation as the sampling activities did not detect any compounds above laboratory reporting limits. HR Green has also completed several other Phase II ESAs within the general vicinity of the subject property. All recommended no further investigation.

Former Use: The property contained a single-family home and garage from 1912-2014. The City demolished the structures after acquisition.
