Additional Property Attributes

The current owner of the streets and right-of-way along the corridor is the City of Harlem. Flooding in 2010 damaged the 4th Street Southwest right-of-way. The City is in the process of obtaining funding to repair the infrastructure damage casued by flooding. The city of Harlem is also interestedin utilizing the assessment information to potentially facilitate the redevelopment of brownfields sites along the 4th ST corridor. Petroleum was identified in near-surface soil. Petroleum was not present in deeper soil or groundwater, and no cleanup is needed. The petroleum is likely from decades of oiling the street as it gradually deteriorated from asphalt to mostly dirt. The City requested the assessment, after seeing petroleum impacts in a shallow pit dug to prepare for future road improvements.

Former Use: The majority of the property along 4th Street SW between Highway 2 and Front Street was deeded to the City by Alonzo Smith in 1904 The portion between South Avenue and Central Avenue was deeded to the City by Walter french in 1899.
