A Phase I BTA was previously conducted on this property in 2008; however, pdated Phase I and Phase II assessment activities are necessary to support current Riverfront Redevelopment efforts. Based on the 2014 Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products associated with historical use of the site as a foundry, Penn Oil Co., and Champlin Refining Co, and the possible dumping or placement of fill materials during the mid-1950�s, and migration of potential contaminants due to previous operations conducted on the south-adjoining upgradient property. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was completed. The Phase II investigation was combined with Riverfront BTA Sites #7 and #9 and consisted of collecting soil samples from six test pits and three soil borings and groundwater samples from four borings installed with temporary casing. A total of 12 soil and four groundwater samples were collected and submitted to the laboratory for Resource Conservation and Recovery Act (RCRA) metals, volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH) diesel range organics (DRO) and gasoline range organics (GRO), and polycyclic aromatic hydrocarbons (PAHs) analysis. Based on results of the laboratory data, naphthalene was detected in one groundwater sample (B-1) at a concentration, 0.0019 micrograms per liter (mg/L), slightly above the KDHE Risk-Based Standards for Kansas (RSK) residential level. No other analyzed contaminants were detected in the groundwater above the KDHE RSK residential levels or laboratory reporting limits. A Groundwater Potability Assessment was completed (report dated June 3, 2014) for properties located along the Riverfront as part of the Phase II assessment activities conducted under the KDHE Brownfields Coalition Grant (BF97741501). Based on the findings presented in the June 2014 report, the estimated yield for the shallow groundwater aquifer is 3.4 to 5.8 gallons per day (gpd). In accordance with KDHE BER Policy BER-RS-045 Considerations for Groundwater Use and Applying RSK Standards to Contaminated Groundwater the groundwater aquifer located in the vicinity of the riverfront is low yielding (i.e., less than 150 gpd), and therefore, not considered to be a potable aquifer. Based on results of the Phase II investigation and the low yield groundwater conditions in this area, further action under the Brownfields Program is not warranted, and the Riverfront BTA #3 Site is cleared for redevelopment.
