KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for the Fort Scott/Bourbon County Riverfront Authority (Riverfront Authority) to support the Riverfront Park redevelopment project. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products associated with possible historical dumping or placement of fill materials and migration of potential contaminants due to previous operations conducted on the west-adjoining upgradient property. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was conducted. The Phase II investigation was combined with Riverfront BTA Sites #3 and #9 and consisted of collecting soil samples from six test pits and three soil borings and groundwater samples from four borings installed with temporary casing. A total of 12 soil and four groundwater samples were collected and submitted to the laboratory for Resource Conservation and Recovery Act (RCRA) metals, volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH) diesel range organics (DRO) and gasoline range organics (GRO), and polycyclic aromatic hydrocarbons (PAHs) analysis. Results of the Phase II identified petroleum contaminants in the soil above the KDHE Risk-Based Standards for Kansas (RSK) levels. In particular, results from soil sample Test Pit #2 (6-8 feet) reported a combined TPH DRO concentration of 65,000 milligrams per kilogram (mg/kg) (motor oil 50,000 mg/kg and diesel 15,000mg/kg) above both the KDHE RSK residential and non-residential levels of 2,000 and 20,000 mg/kg. Benzo(a)pyrene was also detected at this sample location, 3.4 mg/kg, above the KDHE residential level 1.09 mg/kg. One groundwater sample was collected immediately downgradient of Test Pit #2 and submitted for laboratory analysis as mentioned above. Several PAH constituents, arsenic, and barium were detected in the groundwater but at concentrations below KDHE RSK residential levels. No other contaminants of concern were detected in the soil or groundwater above their respective KDHE RSK levels or laboratory reporting limits. Based on the data provided in the Phase II report, KDHE recommends additional investigation in the vicinity of Test Pit #2 to delineate the extent of petroleum impacts to soil
