Additional Property Attributes

TRC Environmental Corporation (TRC) was retained by the Manchester Economic Development Office (MEDO) to perform an ASTM Phase I Environmental Site Assessment (ESA) of the former Heat Ol Petroleum Site located at 170 Cleveland Street in Manchester, New Hampshire (the Site). TRCs work was conducted using EPA Brownfields Petroleum Assessment Grant funding through MEDO in connection with the Citys potential future acquisition of the Site. On April 3, 2014, Mr. Kevin Kitchin of TRC conducted a reconnaissance of the Site. TRC was accompanied by Mr. Tim Smith, the Chapter 7 Trustee of the property, during the Site reconnaissance. Following the Site walk, Mr. Smith informed Mr. Kitchin that the property currently had an active purchase and sale agreement with a private entity (possible neighboring property owner) which was planned to be d within the next 30 days. TRC was also informed that the City of Manchester would be reimbursed for back taxes owed upon sale of the property. In light of this new information, TRC recommended to suspend completion of ASTM Phase I ESA activities based on the pending sale of the property, permanent closure was anticipated with NHDES (DES Site No. 198904026), and the City was reportedly going to get reimbursed for back taxes owed. On April 3, 2014, MEDO agreed to suspend further Phase I ESA activities at this Site and; therefore, a Phase I ESA report will not be generated.
