A combined Phase I and Phase II Brownfields Targeted Assessment (BTA) was conducted at the former Oil Patch Building in Chanute. The BTA was performed for the City who intends to reuse the property as a small business incubator. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products associated with historical use of the property as a machine shop and repair facility and potential contaminant migration from adjoining properties which included automotive repair and salvage facilities and a former dry cleaning facility. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was conducted on February 27, 2014. Results of the Phase II soil sampling identified lead and TPH DRO in the soil at levels below the KDHE Risk-Based Standards. No other analyzed constituents were detected in the soil. Tetrachloroethylene (PCE), trichloroethylene (TCE), and cis-1,2 dichloroethylene (cis-1,2 DCE) were detected in a single groundwater sample from SB-9 at concentrations that exceed the KDHE RSK residential levels for PCE and TCE. No other analyzed eters were detected in SB-9 and the remaining seven groundwater samples were non-detect for all analyzed eters. The chlorinated solvent contaminants detected in SB-9 are often associated with dry cleaning and other industrial cleaning operations. The absence of these contaminants beyond the SB-9 location suggests a localized historical release on the BTA Property or an off-site source within the immediate vicinity (e.g., automotive repair and salvage facilities and former dry cleaner facility on the adjoining properties). It is recommended additional investigation be conducted to assess the nature, extent, and source of chlorinated VOCs detected in groundwater.
