Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 607 Union Street in Coffeyville, Kansas. The BTA was completed for a private entity, with support from the City of Coffeyville. The applicant plans to purchase the property for economic redevelopment and the Phase I was necessary prior to the property transaction. Previous reports completed by Terracon in 2011, included a Phase I Environmental Site Assessment (ESA) and a Phase II BTA. The 2011 Phase I ESA identified Recognized Environmental Conditions (RECs) as potential releases of hazardous substances or petroleum products associated with historical uses of adjacent properties including a railroad depot and railroad spur, and a garage with gasoline tanks. Due to these identified RECs, a Phase II BTA was completed including soil sampling from six boring locations and groundwater sampling from eight boring locations. Soil sample results detected elevated levels of arsenic and chromium; however, concentrations did not exceed three times background and were not indicative of an on-site release. Lead was detected in one soil sample at a concentration above the KDHE RSK residential level but below nonresidential standards. Confirmation soil samples were collected to identify the extent of the lead contamination, but results from these additional samples detected lead at levels below residential standards and the initial detection was deemed anomalous. No contaminants were detected above residential standards in any of the collected groundwater samples. An updated Phase I was needed to assess current environmental conditions at the property. The Phase I revealed no evidence of RECs at the property and further assessment under the Brownfields Program is not warranted. The property is cleared for redevelopment.

Former Use: Residential dwelling on site in 1901, dwelling ws demolished and site was vacant from 1913-1923, "ice warehouse" building present on site from 1929-1953, current liquor store building was constructed in 1953. Current owner is Margaret McNulty Benefiel who obtained the property sometime between 2011-2014 from Robert Wright (Wright's Liquor Store) who obtained the property in 2000 from Oren Wright. Prior to this, ownership was various other private indivituals.
