The Kansas Department of Health and Environment received a Brownfields application from the Frankfort Community Trust for their property located at 400 N. Locust in Frankfort, KS. They requested a Phase I BTA for a redevelopment project. The application was approved on 9/19/2014. The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 400 N Locust in Frankfort, Kansas. The BTA was completed for the Frankfort Community Trust Not-for-Profit organization, who intends to redevelop the property into a community center with office space. Based on the Phase I report, no �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA property; however, a vent pipe was observed at the property, which may be related to an underground storage tank. The applicant was advised to the potential for a buried tank and/or associated fuel lines when working in this area. A NESHAP Asbestos Survey, limited Mold Survey, and Lead Based Paint (LBP) Survey were also conducted on the former school building located on the property, as additional scopes outside of the ASTM 1527-13 Phase I Assessment. Asbestos-containing material (ACM) was identified in the building as about 200 linear feet of thermal system insulation and about 700 linear feet of external window glaze. Abatement of these ACM will likely be required prior to renovation and/or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Results of the mold investigation indicate visible mold growth throughout the building and elevated airborne mold spore count relative to outdoor conditions. Lastly, the Lead Based Pain Survey indicated LBP covering one interior area and spanning at least 40 square feet. Please refer to the Asbestos/LBP/Mold Report for recommendations in regards to the identified mold and LBP.

Former Use: 1881: Frankfort School District (USD 35) aquired the property. 1911-1995: used as school grounds. 1998: ownership transferred from school district to residential occupants. Current property owner is Frankfort Community Trust Not-For-Profit organization and the school building is no longer in use.
