Additional Property Attributes

The planned reuse for the Site is to construct an outdoor, year-round fitness playground and park. The old existing residential and industrial structures are proposed to be demolished to make way for a compact playground and park with four distinct areas: an area for up to 10 outdoor fitness stations suitable for all ages and abilities, a shady, grassy space outlined by benches and game tables, a multi-purpose court space (the only hard surface), and an area with a climbing structure. The existing four-bay garage structure is proposed to be rehabbed as a shelter for bathroom facilities and a water fountain, storage of equipment and a playground supervisor's office, and a shady place in summer and a warming place in winter.

Former Use: From the early 1880s to the late 1960s, 87 Pierce Street was utilized as a bottling plant and 89 Pierce Street was utilized as a residence. From the late 1960s until the early 2000s, 87 Pierce Street was utilized as a warehouse/storage unit, and 89 Pierce Street continued to be utilized as a residence. Both parcels and associated buildings have been unoccupied since the early 2000s. A Site Investigation Report dated April 22, 2015 concluded that selected polycyclic aromatic hydrocarbons (PAHs), total petroleum hydrocarbons (TPH) and lead were detected in soil above applicable standards. The results of the investigation also indicated a concentration of tetrachloroethene (0.6 ug/l) in a groundwater sample below the applicable GB Groundwater ive of 150 ug/l. No VOCs were detected in the other three monitoring wells located on the Site. The recommended remedial alternative for the Site includes the installation of engineered barriers, and recording of an approved institutional control in the form of an Environmental Land Usage Restriction (ELUR), including a Soil Management Plan (SMP) which will address any future activities that may disturb on-Site soils. The preferred remedial alternative is proposed to be implemented in conjunction with redevelopment of the Site as an outdoor fitness playground and park.
