Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 321 Commercial in Atchison, Atchison County, Kansas. The BTA was completed in conjunction with three other BTAs at 301, 305, and 309 Commercial, which are targeted for redevelopment and expansion of the YMCA facility currently residing at 321 Commercial. The BTA was completed for the City of Atchison, who is applying for a Community Development Block Grant on behalf of the YMCA. Based on the Phase I Report, Recognized Environmental Conditions (RECs) were identified as potential releases of hazardous substances and petroleum products due to the historical use of the north-adjoining property for auto maintenance, painting, and cleaning; the historical use of the west-adjoining property for auto maintenance, printing, painting, and dry cleaning; and the presence of a rubble pile on the north-adjoining property. Due to these identified RECs, a Phase II assessment was completed. Two NESHAP Asbestos Surveys were conducted on the building located at the property, as additional scopes outside of the ASTM 1527-13 Phase I Assessment. The building was broken up by age since the original 26,169 square foot structure was built in 1930 on the west side of the property, and an addition was built in 1981 that encompasses 12,470 square feet. Asbestos-containing materials (ACMs) were identified in both the original portion and the addition of the building. In the original structure, ACMs were identified as approximately 60 square feet of floor tile in the utility closet, and approximately 200 linear feet of exterior window caulking. In the addition of the building, ACMs were identified as approximately 4,900 square feet of floor tile mastic in the lobby. Abatement of these ACM will likely be required prior to renovation and/or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. The Phase II field work was completed in March 2015, and consisted of five direct-push groundwater borings to a depth of 30-35 feet below ground surface (bgs). A total of six groundwater samples, including one duplicate, were collected from the borings and analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), TPH Diesel Range Organics (DRO), and Resource Conservation and Recovery Act (RCRA) metals. Arsenic was detected in groundwater samples B-2 and B-3 at concentrations of 34.1 micrograms per liter (�g/L) and 42.3 �g/L respectively, which both exceed the KDHE Risk-Based Standards for Kansas (RSK) level of 10 �g/L. Arsenic was not detected above the laboratory reporting limits in any of the additional groundwater samples. Barium was detected in all of the groundwater samples at concentrations ranging from 68 �g/L to 634 �g/L, which are well below the KDHE RSK level of 2000 �g/L. No other contaminants of concern (COCs) were detected above the laboratory detection limits in the collected groundwater samples. At this time, the source for the arsenic detections above RSK at the BTA property is unknown. Potential sources could be from the west-adjoining properties and the associated RECs identified during the Phase I. The arsenic detections will be referred to the Site Assessment Program for further investigation. It is unlikely that this groundwater contamination will hinder the renovation of the YMCA property, and the property is cleared for redevelopment.
