Former Use: This is the site of a 6-story office/commercial building, built in 1914. Located in downtown Clinton, the building has been underutilized, and mostly vacant, for the last 20 years. Costs for renovation, including asbestos inspection and abatement to facilitate remodeling, have hindered most purchasers. The non-profit "Rock Island Economic Growth Corporation" seeks to acquire the building, renovate the interior, and market the building for lease as a 28-unit apartment building, with ground-floor commercial space. As pre-purchase environmental due diligence costs were a large undertaking to begin reviewing the feasibility of renovation investment, 128(a) funds were used to assist the non-profit applicant with this early stage of project review. The non-profit anticipates acquiring the site in late 2014, and upon investment of their own funds, and state and federal tax credit program awards, they will begin renovation in mid-2015.
