Additional Property Attributes

In 2010 Spokane revised the Kendal Yards PUD and Preliminary Plan approved in 2006. The modifications include reductions in development density. The revised PUD identifies two areas of development: mixed-use between Monroe and Maple Streets and primary residential west of Maple Street. The commercial properties will generate approximately 700,000 square feed of retail, office and commercial use. Residential densities will average 18 units per acre. The development plans to construction 1088 housing units.
Cleanup details: A total of 223,191 tons of contaminated soils were removed to a licensed landfill in four months, 29 trucks running with no accidents. From brownfields introduction, planning, cleanup construction to No Further Action was 12 months through a team from the City of Spokane, Spokane-area Economic Development Agency, WA Department of Ecology, WA CTED (Cooperative Agreement recipient), and GeoEngineer, Inc. EnviroCon was the lead construction contractor, who used eight local firms (trucking, Rock, site security, street sweeping, equipment maintenance) one-woman owned and all others small business, one rural business.
Former Use: The 77-acres property was originally developed with residential and light industrial facilities in the late 1800s. The Union Pacific Railroad (UPR) or its subsidiaries operated rail lines, a roundhouse, and coal- and oil-fired steam locomotive maintenance, repair, and fueling facilities on the western end of the property. Rail lines were both above- and below-grade. The railroad facility was built on backfill at 22-33 feet from unknown sources. The above-grade rail lines were removed and the below-grade trenches used to place contaminated soil in 1993. All maintenance buildings were removed in 1955 with rail lines removed in1978. Metropolitan Mortgage & Securities owned property until 2/05, when they filed for bankruptcy and the property sold at auction. Current owner: Black Rock Properties. (PPF-2/21/2006)
