Additional Property Attributes

The property is comprised of a one-story building built in 1958, and areas covered with grass or cement. The property is currently abandoned, with the building in disrepair. A former petroleum dispenser island is located northwest of the building. The property was utilized for fueling and automotive repair operations beginning in 1958. The property had a documented petroleum release in 1999. Approximately 6 USTs were located on the property; many of which are believed to have leaked. Suspected asbestos-containing floor tiles were also observed within the Four-Way Fuel Building and lead-based paint may have been used in the construction of the building. NewFields completed a subsurface soil and groundwater investigation at the Four-Way Fuel service station in December, 2015. Petroleum hydrocarbon (PHC) impacts to soil and groundwater were observed on the site; however, the soil and groundwater data demonstrate that the PHC plume is contained within the property boundary. Former Use: The property is located in Montana and is owned by an estate administered from Virginia. The property is at the most prominent highway intersection in the town of Big Sandy, and the highway to the southeast past the site leads to the Missouri River Breaks recreation area. The Four-Way Fuel building was constructed in 1958 and utilized for fueling and automotive repair operations until it closed in 1970. The building is currently used for cold storage and is in disrepair. A local government entity is interested in acquiring the site to remove the blighted building and redevelop the property as a welcoming visitor stop for the Missouri River Breaks National Monument. A Phase I ESA was completed in November of 2019 in anticipation of the property transferring from the current owners, the Lockhart Family, to Chouteau County. In June 2020, Chouteau County executed a sub grant agreement with Bear Paw Development for hazardous substance and petroleum cleanup at the site. Asbestos abatement contractor has been hired, and that work will take place in winter 2021. Petroleum remediation activities are planned for summer 2021.
