Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 3001 East Central in Wichita, Sedgwick County, Kansas. The BTA was completed for the Better Choice Not-for-Profit organization who intends to purchase the parcel and expand their current facility. Based on the Phase I report, no �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA property, and the property is cleared for redevelopment. A NESHAP Asbestos Surveys was also conducted on the building located at the property, as an additional scope outside of the ASTM 1527-13 Phase I Assessment. Asbestos-containing materials (ACMs) were identified in the building as approximately 4,300 square feet of joint compound and tan texture paint. Abatement of these ACM will likely be required prior to renovation and/or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos.

Former Use: Historically the property was an unknown type of urban land use from 1893-1935, a residential property from 1935-1954, and a dental office from 1954 to present day. Surrounding properties have had a variety of uses, such as residential property from 1935 to present day, and commercial businesses since 1935 including filling stations, restaurants, and an ice house. Ownership of the property went to Harold Brammer around 1954, to Mary C. Brammer, a Trustee under a Revocable Trust Agreement in 1983, to Stephen M Hesse D/B/A Real Estate Equity Services in 1989 and to Lawrence H. Davis and Janice O. Davis in 1991 who is still the current owner to date. A Better Choice plans to remodel the 1954 era building for use in a pregnancy counseling and testing program.
