Excerpt from the Phase I: 10.1 Conclusions We have performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527 of RiverPlace Phase III in Greenville, South Carolina, the subject site. Any exceptions to, or deletions from, these practices are described in Section 2.4 and Section 11.0 of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the subject site except for the following: � The former presence of retail petroleum USTs on an adjacent site; � The former use of a portion of the subject site for automobile repair operations; � The former presence of heating oil USTs on the subject site; and � The documented groundwater contamination at the site based on results of samples collected from supposed groundwater which accumulated in construction footings. 10.2 Recommendations 40 CFR Part 112 requires environmental professionals to consider the information collected during performance of this PESA and render an opinion as to whether additional investigation is warranted to detect contamination. Based on information currently available for the subject site, it is our opinion that additional investigation is not required at this time unless determination of the actual degree and extent of contamination at the site is necessary. It should be noted that the SCDHEC has requested that additional assessment be completed by the responsible party.

Former Use: The historical aerial photographs from 1943-1976 show the property heavily developed, with multiple site buildings on the property. By 1981, the area near the intersection of Hammond and River Streets that formerly contained Marine Safety Products Manufacturing building (based on the 1961 Sanborn Map) has been demolished, with the remaining properties to the east towards the Reedy River visible. By 1994, several of the smaller buildings are not visible in the aerial. By 2005, all of the site structures have been removed and the majority of the site appears to be a storage yard. By 2011, the eastern portion of the site adjacent to the Reedy River appears to be paved for vehicle parking with the western portion of the site cleared of the former storage yard and undeveloped. We note that aerials dated 1948, 1976, 1994 and 2009 were of poor resolution and not useful in identifying site-specific features, but did not appear to contradict observations made prior to and after these dates based on our review of the aerial photographs and features depicted on the Sanborn Maps.
