The Kansas Department of Health and Environment received a Brownfields application from the City of Garnett for their property located at 901 S. Oak in Garnet, KS. They requested a Phase I BTA for a redevelopment project. The application was approved on 6/22/2015. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a limited Asbestos Survey on the property located at 901 South Oak in Garnett, Kansas. The BTA applicant is the City of Garnett, who intends to assist the current property owner in demolishing the on-site building and reusing the property for future commercial or industrial development. Based on the Phase I BTA, Recognized Environmental Conditions (RECs) were identified as potential hazardous substances and/ or petroleum products due to a 1,000 gallon diesel Underground Storage Tank (UST) on the property of unknown location, a Resource Conservation and Recovery Act Small Quantity Generator listing at the site in 2001, observed staining and distressed vegetation during the site visit, and the historical use of the northeast-adjoining property for bulk petroleum storage. Due to these identified RECs, a Phase II investigation was recommended. A NESHAP Asbestos Survey was also conducted on the structure located at the property. Out of the nine structures on-site, four were deemed unsafe due to caving and were inaccessible for sampling. Asbestos Containing Materials (ACMs) were identified in Building #1 as 700 square feet (sf) of floor tile and associated mastic, Building #2 as 650 sf of roofing material, Building #5 as 4,000 sf of roofing material, and Building #7 as 1,200 sf of roofing material. Roofing material from the rubble pile of Building 4 was sampled and was also positive for asbestos. The Phase II was completed in January 2016. Arsenic was detected in soil sample B-2 (0 to 2 ft) at a concentration of 19.3 milligrams per kilogram (mg/kg), which is slightly above the KDHE Risk-Based Standards for Kansas (RSK) level of 18.9 mg/kg. Chromium was detected in B-5 (0 to 2 ft) at a concentration of 88.5 mg/kg, which exceeds the KDHE RSK residential level of 33.6 mg/kg. TPH-MRH was detected in soil samples B-4 (0 to 2 ft), B-5 (0 to 2 ft), and Dup-1 (0 to 2 ft) at concentrations of 270 mg/kg, 222 mg/kg, and 195 mg/kg, respectively. These concentrations exceed the KDHE RSK soil to groundwater nonresidential level of 150 mg/kg. TPH-HRH was detected in sample B-4 (0 to 2 ft) at a concentration of 18,000 mg/kg, which exceeds the KDHE RSK soil to groundwater nonresidential level of 13,000 mg/kg. Arsenic was detected in groundwater samples GW-1 and GW-3 at concentrations of 18 micrograms per liter (ug/L) and 37 ug/L, respectively, which exceed the KDHE RSK level of 10 ug/L. Lead was detected at a concentration of 37 ug/L in Dup-3, which exceeds the KDHE RSK level of 15 ug/L. TPH-MRH was detected in GW-1 and its duplicate Dup-3 at concentrations of 630 ug/L and 680 ug/L, respectively, which exceed the non-residential KDHE RSK of 400 ug/L. Surface soils and shallow groundwater at the site have been impacted with TPH-MRH, likely due to historic operations at the property. These could be related to the UST on the property that was closed in-place in 1987. The petroleum detections have been referred to the Storage Tanks Section for eligibility determination and potential further evaluation. Elevated metals have also impacted surface soils and shallow groundwater at the site, including arsenic and chromium in surface soils above their respective residential Risk-Based Standard for Kansas (RSK) levels, and arsenic and lead in the groundwater above their respective nonresidential RSKs. As the proposed reuse of the property is for commercial/industrial purposes, the metals soil detections are below the nonresidential RSK and are not a concern at this time.
