Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) on a 0.43 acre property located at 110 6th Street in Clay Center, Kansas. The BTA was completed on behalf of Mr. Phillip Francis with the support from the Clay Center Economic Development Group. The Clay Center Economic Development Group supports the potential sale of this property due to the available highway frontage the property offers along 6th Street and the potential for redevelopment. Based on the Phase I BTA, "Recognized Environmental Conditions" (RECs) were identified as potential releases of hazardous substances and/ or petroleum products from the historical use of the property as an automotive and radiator repair shop exhibiting heavy staining on the ground in both north and south shop areas. Other RECs include a pit in the north shop, an above ground storage tank (AST) containing used oil with staining on the ground surrounding the AST, a reported 2004 anti-freeze dumping incident, and a 1994 tetrachloroethene (PCE) release resulting in groundwater contamination documented from the GT MfG site. Due to the potential for impacts to soil and/ or groundwater, a Phase II BTA was completed at the property in November 2015. The Phase II BTA consisted of four soil borings and two groundwater probes. A total of five soil samples were collected from a depth interval of 0 to 3 feet below ground surface (bgs) and included one duplicate sample. A total of three groundwater samples were collected from two probe locations including one duplicate. Soil and groundwater samples were collected from two probe locations including one duplicate. Soil and groundwater samples were laboratory analyzed for Total Petroleum Hydrocarbons Diesel Range Organics (TPH-DRO), Total Petroleum Hydrocarbons Gasoline Range Organics (TPH-GRO), and Volatile Organic Compounds (VOCs). TPH-DRO and PCE were the only contaminants detected in soil. However, the detected concentrations are below each contaminants' respective Risk-based Standard for Kansas (RSK) for the soil-to-groundwater pathway. PCE was the only contaminant detected in groundwater, however, the concentrations was below its RSK for the groundwater pathway. Based on the data collected during the Phase II BTA, the property contains minor TPH and VOC impacts to both soil and groundwater. The PCE concentration detected in site groundwater appears to be attributed to the GT Mfg site. The groundwater sample collected at P-5, located at the northwest corner of the subject property, indicated a PCE concentration of 0.00297 mg/L. This concentration is similar to those concentrations detected at the GT Mfg site, along the southwest plume boundary, during recent KDHE groundwater sampling events. In summary, the detected concentrations of contaminants of concern in soil and groundwater are below their respective RSK. The site is hereby cleared for redevelopment.

Former Use: The subject property is located at 110 6th Street in Clay Center, Clay County, Kansas. The property comprises of approximately 0.43 acres. The general area of the property is mixed commercial and residential land. The property includes a single soil type, according to the United States Department of Agriculture's Natural Resource Conservation Service Web Soil Survey. The historical use of the property was for residential purposes until approximately 1974 when the radiator shop was constructed, according to historical documents.
