Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 202 Railroad Avenue in Holcomb, Finney County, Kansas. The BTA was completed for the City of Holcomb, who intends to purchase the property and redevelop as industrial. Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and/ or petroleum products due to the former use at the property for grain storage and processing and the related use of chlordane and other chemicals; and potential releases from the railroad track along the northern site boundary. A Phase II was recommended to assess if soil and/ or groundwater have been impacted. On November 3, 2015 Terracon conducted a Phase II BTA at the request of KDHE. The Phase II assessed the RECs identified during the Phase I BTA. Six soil probes (B-1 through B-6) were installed at strategic locations throughout the property. B-1 through B-3 were advanced two feet below ground surface (bgs) and included the evaluation of soils for Resource Conservation and Recovery Act (RCRA) metals, Polynuclear Aromatic Hydrocarbons (PAHs), and Total Petroleum Hydrocarbons- Low Range Hydrocarbons (TPH-LRH), TPH- Mid Range Hydrocarbons (TPH-MRH), and TPH- High Range Hydrocarbons (TPH-HRH). A total of six soil samples were collected for this portion of the investigation. Some RCRA metals and PAHs were detected; however, analytes were either not detected above laboratory detection limits or detected at concentrations below their respective Risk-based Standard for Kansas (RSK). B-7 and B-8 were groundwater probes advanced to 60 feet and 50 feet bgs, respectively. Two groundwater samples were collected and analyzed for RCRA metals, PAHs, Volatile Organic Compounds (VOCs) and TPH. Barium was the only analyte detected above the laboratory detection limit but the concentration is below its residential RSK. In summary, some analytes were detected in soil and/ or groundwater during the Phase II BTA. However, none of the analyte concentrations detected exceed their respective residential RSK. Based on this data, the property is hereby cleared for redevelopment.

Former Use: This subject property consists of 2.21 acres of land designated as crop harvesting and post crop activities by the Finney County website. The subject site was previously operated between 1949 and 1993 as an alfalfa processing and pelleting company and a grain storage facility. The Site is occupied by several structures, including a 7,200 ft (squared) farm utility building for unconfirmed use, a 1,056 ft (squared) farm utility lean-to building potentially to store manufactured alfalfa pellets, and three sheds used for storage, electrical breakers and a domestic water well, approximately 925 ft (squared), 220 feet (squared) and 192 feet (squared) in size. The subject property also contains bucket elevator, discharge transition and a receiving pit according to the Finney County Assessor website, and twelve grain silos and/or bases were observed. Mr. Jon Fort, real estate agent and manager for the Site and Ms. Robin Lujan, City Administrator for the City of Holcomb, indicated that the storage and transfer stations were destroyed in a fire in the 1970s. The prior structure location was designated by the remaining concrete foundation, which are utilized as a parking lot and concrete stands for electrical motors and lift systems.
