Additional Property Attributes

Mid-Atlantic Associates, Inc. (Mid-Atlantic) has performed a Phase I Environmental Site Assessment (PESA) in conformance with the scope and limitations of the American Society for Testing and Materials (ASTM) Practice E 1527-05 at the property located at 118 Flat Drive and 109 Mill Street in the town of Buffalo, Union County, South Carolina (the ?subject site?). Site maps showing the location and layout of the subject site are provided in Appendix 16.1 and Appendix 16.2. The subject site formerly contained a textile plant and related outbuildings known collectively as the ?Buffalo Mill?. Two irregular shaped tracts of land comprise the subject site which total approximately 9.6 acres. The former Buffalo textile mill and related production buildings were operated on the western, 6.0 acre tract recorded as Parcel ID Number 072-06-19-001 by the Office of the Union County Assessor (Tax Office). The western tract is owned by H&D Limited, LLC, a demolition and salvage contractor. The eastern tract formerly contained the Buffalo Mill infrastructure support operations, including a transformer house, engine rooms, boiler houses, machine ship, ice factory and an administrative office building. The eastern tract is assigned PIN number 072-06-19-002 by the Union County Tax Assessor Office and is owned by Union County. Flat Drive bisects the two tracts. Mill Street is located on the west side of the southern portion of the eastern tract. At the time of the site inspection (October 2013), two original towers and a metal sided warehouse remained on the western tract. The towers contain stairways and are condemned due to structural concerns. The metal warehouse appears to contain salvaged mill lumber and bricks awaiting shipment off the site by the current property owner. The eastern tract contains the former administrative office building for the mill. Other buildings, above-grade equipment and railroad spurs have been removed and currently the area is grass-surfaced. Additional site improvements include gravel and asphalt surfaced parking lots and former concrete surfaced loading docks. Manholes and utility tunnels were also observed on both tracts. Based on interview information and historical documents, the subject site operated as a textile mill from 1901-1902 until February 1995 when the mill was closed. The Buffalo Mill was operated under the ownership of the Buffalo Mill Company (1901-1906), Union-Buffalo Cotton Mills, Inc (1906-1945) and United Merchants & Manufacturing (1994-1995). The plant was used to make ?greige goods? (unfinished product) including cotton sheeting, rayon and other cotton textile fabrics until the 1990?s. Indigo dying was also conducted for a few years on a limited basis. For a short time period in the late 1990s or early 2000s, a manufacturer of Potpourri occupied the site. Demolition of buildings on the eastern tract of the subject site occurred between approximately 2000 and 2005. Buildings on the western tract were razed starting in approximately 2006. Structures at the site have historically been used for textile manufacturing, equipment maintenance, warehousing and distribution. Mid-Atlantic has performed this PESA in general conformance with the scope and limitations of ASTM Practice E 1527-05 and 40 CFR Part 312. Any exceptions to, or deletions from, these practices are described in Section 2.4 and Section 11.0 of this report. This assessment has revealed no evidence of recognized environmental conditions (RECs) in connection with the property except for the following: ? Potential contaminant sources related to the subject site?s long term operation as a textile mill, which included the use of cleaning solvents, degreasers and petroleum products. These areas include the boiler rooms, machine shops, engine rooms, coal pile, transformer locations, waste house, drum storage area(s), former ASTs in a secondary containment area near the warehouse and the area of a former fuel oil AST; and, ?
