The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at the former Lincoln School property at 810 Division Street in Atchison, Kansas. The Assessment will be conducted for the Mo-Kan Regional Council who plan on redeveloping the property for a new Unity Center that will provide beneficial uses for the local community. Based on the Phase I report, no "Recognized Environmental Conditions" (RECs) were identified in connection with the BTA property, and the property is cleared for redevelopment. A NESHAP Asbestos Survey, limited Mold Survey, and Lead-Based Paint (LBP) Survey, were also conducted at the Lincoln School building, as additional scopes outside of the ASTM 1527-13 Phase I Assessment. Asbestos containing materials (ACMs) were identified as approximately 2,475 square feet (SF) of floor tile, 370 linear feet (LF) of piping insulation, 1,600 LF of window caulking, and one sink. Abatement of these ACMs will likely be required prior to renovation activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Results of the mold investigation indicate visible mold growth with confirmation tape-lift samples. Lastly, the LBP survey indicated LBP covering interior areas of the building.

Former Use: The subject property is located at 810 Division Street in Atchison, Atchison County, Kansas. The subject property comprises of approximately .50 acres in size and generally slopes to the south and southeast. The property is currently vacant. The property was used as a Baptist church from 1910 to approximately 1920. According to historical documentation. The site has been used as a school from 1921 to 1997. The most recent use for the property was being used for meetings for the City of Atchison and the Lincoln School Alumni Association. The property is currently owned by the Lincoln School Alumni Association of Atchison Couny. They purchased the property from Unified School District #409 in 1969 who purchased the property from the Board of Education of the City of Atchison in 1958.
