Additional Property Attributes

The Property is comprised of one tax lot (1300), approximately 0.52 acres, and was formerly occupied by a Panoco service station. The Property and service station were abandoned by 1992 until sometime after 1994, when the building and canopy were removed. The building and canopy foundations remain on the Property. The Property is owned by ODOT who acquired the Property in 1999 through eminent domain by judgement for the Interstate Highway (I-5) and Beltline interchange Unit #2 project. The Property is adjacent to a former ARCO service station located at 3488 Gateway Street (tax lot 1200) in Springfield, Oregon. Amec Foster Wheeler completed a Phase I ESA of the Property and adjoining tax lot 1200 in April 2016. Tax lot 1200 is approximately 0.44 acres and was occupied by ARCO until 1992 when the service station was decommissioned. The ARCO station had four permitted USTs. According to a July 28, 1998 memo prepared by ODOT, soil and groundwater contamination on tax lot 1200 initially was discovered during characterization activities in October 1990. A remedial action and groundwater monitoring program were conducted on tax lot 1200 between 1990 and 1995. The DEQ issued an NFA determination letter for tax lot 1200 on October 29, 1996. Tax lot 1200 currently is vacant except for the Springfield Flame sculpture. Based on Phase II ESA samplings and assessments, petroleum hydrocarbons and constituents were detected in soil, groundwater, and soil vapor samples. However, all detected concentrations were below applicable DEQ RBCs. Soil and groundwater samples indicated concentrations of ORO and several VOCs are present in environmental media but at concentrations below applicable DEQ RBCs. None of the environmental sample results collected during the Phase II ESA exceed applicable DEQ RBCs; however, GRO was reported at a concentration above the clean fill screening value; and concentrations of selenium in all soil samples exceed the DEQ clean fill screening value. To address the DEQ clean fill screening criteria exceedances of selenium across the Property and GRO in the central eastern portion of the Property, it is recommended that a Contamination Media Management Plan (CMMP) be prepared. The CMMP would describe protocols for appropriate management of contaminated soil and groundwater that may require disposal during future redevelopment activities. DEQ may also require completion of a CMMP before issue of an NFA determination. A CMMP completed by Oregon DOT. The Oregon DEQ is currently preparing a NFA determination for the Property.
