Additional Property Attributes

Property is predominantly historic landfill, being utilized for the surface farming activities of Big City Farms. The Site was utilized as an unregulated landfill during the 1960s and 1970s. Landfill material reportedly consisted of automobiles, automobile parts, stoves, refrigerators and tires. The landfill was reportedly covered and capped with clay in 1973, after which, landfill material was visible only in proximity to the ponds located at the southwestern portion of the Site. The Site was subject to a series of investigations throughout the 1990s by the MDE. As a result of the investigations, the Site was granted a NFRAP status by the MDE. The Site remains on the State Master List with MDEs Land Restoration Program. It is noteworthy that a NFRAP finding does not always indicate that no additional investigation is required at a property.

Former Use: The Site consists of a 5.25-acre parcel of land which is densely wooded and unimproved with the exception of a small collapsed shed structure located at the northeastern portion of the Site. The Site consists of an unimproved and densely wooded 5.25-acre parcel of land that is zoned residential. The Site is located in a densely developed residential area of Baltimore City and is bound to the west by Hutton Avenue, beyond which is a wooded area, bound to the south by Hutton Avenue beyond which is the Carrie Murray Outdoor Education Center, bordered to the east by a Baltimore County Fire Department access road, and bound to the north by Johnson Auto Repair and Windsor Mill Road beyond which is a wooded area and an apartment complex. The surrounding area is serviced by municipal water and sewer (Baltimore City), and no known potable water supply wells are located on the Site or surrounding properties. Excluding two small ponded areas located at the southwestern portion of the Site, the nearest surface water body, the Gwynns Falls, is located approximately 1,350 feet south of the Site. Site was utilized as an unregulated landfill during the 1960s and 1970s. Landfill material reportedly consisted of automobiles, automobile parts, stoves, refrigerators and tires. The landfill was reportedly covered in 1973, after which, landfill material was visible only in proximity to the ponds located at the southwestern portion of the Site. The Site was subject to a series of investigations throughout the 1990s by the MDE; additional information regarding these investigations is provided in Section 2.3. As a result of the investigations, the Site was granted a NFRAP status by the MDE. The Site remains on the State Master List with MDEs Land Restoration Program.
