Additional funding to complete Phase II ESA and clean-up planning was not available.

Former Use: The subject site is approximately 0.26 acres and consists of two parcels of improved property containing a 2,419-square foot, stucco over concrete block building, a concrete block and wood shed with a concrete and asphalt parking area. The 1950 Sanborn Map illustrates a building on the property that is labeled �S� for store. The 1979 Sanborn Map illustrates the southwest portion of the building on the adjacent north property, labeled �Dry Cleaners�, extending onto the current subject property to the west of the current building on the subject property. According to city directories the property was listed as Gillespie Brace and Limb Company from 1956 to 1983, vacant or no listing from 1983 to 1992, The Brass Polisher from 1992 to 2008, and vacant from 2008 to the present. The Brass Polisher was identified in the database review as a RCRA Non-Generator/No Longer Regulated (NonGen/NLR) and Facility Index System/Facility Registry System (FINDS). According to a Florida Department of Environmental Management (FDEP) Hazardous Waste Inspection Report, this facility was considered a Conditionally Exempt Small Quantity Generator (CESQG) of hazardous waste for lacquer thinner. The hazardous waste inspection was conducted as a result of a complaint. During the inspection the property owner stated that his partner allegedly dumped approximately 25-gallons of electroplating solution that had been improperly mixed onto the concrete on the subject property between the two onsite buildings and the solution flowed down the concrete along the north property boundary into the storm sewer on North Palafox Street. Electroplating solution is commonly composed of metal cyanides, carbonates, and phosphates.
