Additional Property Attributes

The Kansas Department of Health and Environment is completing a Phase I Brownfields Targeted Assessment (BTA) at the Herington Mall property located at 5 W. Walnut St. in Herington, KS. The BTA is being conducted for the City of Herington who intends to renovate the building for commercial/retail space. Currently, the application has been approved and letter mailed. A Phase I BTA was completed in November 2016. There were not any identified activities at the property or at adjoining properties that would indicate potential recognized environmental conditions. In addition to the Phase I, a NESHAP, Lead Based Paint, and Mold surveys were completed. Sample results identified one material as containing asbestos, which was approximately 505 square feet of brown glue behind weed paneling. No paint samples contained lead greater than 0.5% by weight, however, paint containing any detectable concentration of lead should be viewed as a potential source of lead exposure. Black mold was observed on all interior finishes. Approximately, 20.070 square feet of mold was identified. Green mold was observed on the interior finishes as well, approximately 10.575 square feet of green mold was identified.

Former Use: According to records, improvements to the subject property began prior to 1905. The use of the subject property prior to 1905 is unknown. The construction dates of all structures prior to the current structure are unknown. The prior structure was demolished between 1969 and 1972 after a fire. The current structure was constructed in approximately 1972. The current structure became vacant in 2014 and is currently vacant.

KDHE completed an Updated Phase I BTA at the Herington Mall BTA in December 2019. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due a west adjoining historic auto garage, south adjoining former printing shop, and historic fuel storage at the south property line and west adjoining properties. Due to the identified RECs, KDHE recommended a Phase II environmental assessment.

KDHE completed a Phase II BTA at the above referenced property in Herington, Kansas. The Phase II BTA was completed to evaluate the RECs identified during the Phase I. The Phase II assessment was completed in May 2021. Based on the soil and groundwater data obtained during the Phase II BTA activities, contamination was not detected in soil nor groundwater at concentrations above their respective residential Risk Based Standard (RSK) for Kansas. Investigative results indicate further investigation was not necessary through the Brownfields Program and the property is cleared for redevelopment.
