Adoption of climate-conscious building codesBuilding codes can encourage implementation of climate change mitigation and adaptation techniques. Codes may require that infrastructure be planned and built to avoid or minimize future damage from flooding, drought, and other projected weather events resulting from climate changes. Codes may also reduce carbon emissions from commercial and residential buildings by specifying minimum requirements for building components such as insulation, water use, heating and cooling systems, lighting, windows, and ventilation systems. Effective building code requirements may vary regionally due to climate differences."

Climate Adaption and Mitigation - Redevelopment

Incorporate green building techniquesGreen building is the practice of creating healthier, more resource-efficient models of construction, renovation, operation, maintenance, and demolition. Green building techniques can be instrumental in addressing climate change by more effectively controlling stormwater, reducing waste and emissions, and designing smarter infrastructure that allows for climate adaptation and mitigation. Techniques may include green roofs; energy, lighting, and water efficiencies; use of sustainable building materials; and incorporation of passive survivability features. Passive survivability is a building's ability to maintain habitability without relying on external utility systems for power, fuel, water, or sewer services, as well as being better able to withstand floods, severe weather, and temperature extremes."
Install green infrastructureGreen infrastructure includes practices and features to reduce the burden of storm events on local water infrastructure. Examples include green roofs, downspout disconnection, urban tree canopies, rainwater harvesting, rain gardens, planter boxes, green parking (permeable pavement), urban agriculture, and community open space."

Additional Property Attributes

The Montopolis Recreation Center has served the East Austin community for more than four decades. Montopolis Recreation Center was originally owned by Dolores Catholic Church. The property consisted of two structures, a 14,400 sq. ft. recreation center and a community health care center, a swimming pool, parking lot and undeveloped land. In 1971, the City of Austin began operating the building as part of the Parks and Recreation Division (PARD) services. In 1973, PARD purchased the building and the surrounding land, with 2.55 acres of land dedicated for community use. After 40 years, the facility was in poor condition and no longer meeting the needs of a growing and vibrant community. Voters approved the updates in 2012, and broke ground on the project in 2018. With bond funding of just over $15 million, the extensive redevelopment will provide improved recreational opportunities in East Austin. The Montopolis Recreation + Community Center will jointly replace two aging facilities and be co-operated by the Austin Parks and Recreation Department and Austin Public Health Department. The revitalized center features 33,000 square feet of new space, including a commercial kitchen, multisport gymnasium, fitness room, track, teen space, computer lab, conference rooms, and educational programming areas. The building's design seeks to support the initiatives of each partnering department by fostering mental and physical well-being through community recreation and the pursuit of healthy lifes. Brownfields Assessment and Cleanup at Montopolis Recreation Center: The 2017 Phase I report indicated a need for more investigation of the historic off-site gas station. A groundwater monitoring well was installed, to determine if groundwater was impacted. No potential chemicals of concern were detected above regulatory levels. Following the groundwater assessment, the applicant requested an asbestos and lead-based paint survey of the Recreation Center. Contractors investigated the presence and extent of asbestos and lead based paint in the existing building in January 2018. The survey confirmed the presence of asbestos and lead-based paint. Abatement and appropriate handling were recommended during demolition and renovation of the property. ABRO completed asbestos and lead-based paint surveys to determine the extent of contamination present in the buildings. Asbestos abatement took place September-October 2019 and was completed 2 weeks ahead of schedule.
