Based on the results of this Phase II ESA (exceedances of several VOC soil vapor screening levels), it appears that the operation of a landfill at the site may have resulted in the release of contaminants to the environment. Due to the presence of VOCs in soil vapor, construction of any structure built within 150 feet of the landfill is discouraged. This restriction may be lifted in the future if more soil vapor data collected within the proposed footprint of the building indicate that concentrations are safe. Because the site was used as a landfill, the geotechnical stability of the property may require evaluation prior to any redevelopment. Shallow groundwater should not be used for drinking water purposes due to elevated arsenic concentrations.

Additional Property Attributes

The parcel is approximately 3 acres in size, and is owned by the Town of Belt. The site consists predominately of vacant land covered by grass and weeds. The property is surrounded by agricultural and grazing land, and there are no structures observed. The Belt Landfill opened in approximately 1914 and ceased operating in the late 1960s or early 1970s. The landfill was formerly closed by the Montana Department of Environmental Quality in 1992.

Former Use: The property is currently owned by Town of Belt, and was purchased in 1923 from George Hubber. The property was historically used as a landfill between 1923 and the late 1980s or early 1990s. The types of waste materials disposed of at the landfill prior to the adoption of environmental regulations in Montana in the 1970s are unknown. The property was permitted as a Class III landfill by the DEQ in 1992 prior to closure. A Class III landfill is defined by Montana administrative rules as a facility that can only accept Group III wastes including wood wastes, brick, dirt, rock, rebar-free concrete, brush, lumber, and vehicle tires. Group III wastes are characterized as inert with low potential for adverse environmental impacts.
