Engineering controls include the presence of a building with a full concrete slab-on-grade or a full concrete basement floor and walls with no sumps in accordance with 35 IAC 742.1000(a)(9). NOTE: Engineering controls were required as part of the first No Further Remediation (NFR) received from IEPA in 2011. However, the NFR was for commercial use. The site underwent remediation for residential use and therefore the previous engineering controls were no longer required and removed as part of the remediation.

Additional Property Attributes

Site entered in IEPA SRP program; however, the NFR issued in 2011 does not address the vapor migration pathway. Former Use: The Property was undeveloped land from 1938 until 1962 when it was improved with a commercial-type structure and associated parking area. The Environmental Data Resources, Inc. (EDR) City Directory Image Report indicated the presence of a service station and/or automotive repair shop at 4901 St. Charles Road for the years 1969 to 1992. Herb?s Enco Service Station and Bellwood Enco Service Station were listed in the 1969 and 1971 city directories, respectively. Sloan Oil Company was listed in the 1976 and 1981 city directories. Bellwood Union 76 was listed in the 1986 city directory. Madanis, Inc. and Sergio's Automotive Shop were listed in the 1992 city directory. According to information provided by the Office of the State Fire Marshal (OSFM), the 4901 St. Charles Road Property was acquired by the Village in January 1996 through a Deed in Lieu of Foreclosure. Update as of 2022 - The site has been remediated and redeveloped with two multi-family residences located along a main entry point to the village. The residences are part of an effort by the Village of Bellwood to provide new housing opportunities. Two loans were provided to the village and they have already begun repayment of the loans.
