Carol Kraft noted that the residential structures that occupied the 115 N. 22nd Street (south parcel) were demolished in July 2014 because of their dilapidated and blighted state. Prior to demolition, an asbestos inspection was completed and concluded that asbestos was present in the structure located at 115 N. 22nd Street. Safetech, Inc. of Billings, Montana performed the ACM abatement prior to demolition of the building. While redevelopment and reuse plans do not have concrete timelines, the Property Owner aspires to construct a multi-story, mixed-use building with commercial uses on the bottom and residential on top.

Former Use: The target property is located in a mixed-use residential and commercial area of Billings, Montana. The north parcel of the target property is comprised of a two-story duplex building built in 1910. The south parcel is an empty lot. The property surface is covered with grass, concrete and compacted gravel. The duplex located on the north parcel is used as a residential rental property. Adjacent land use includes residential and commercial properties to the north, residential properties to the west, an alley and commercial properties to the east, and the Yellowstone Valley Brewing Company to the south
