Archer Photography has operated for nearly 20 years from this location which was a former Phillips 66 service station from 1953 to 1976. The Billings (owners) redevelopment plans include demolition of the existing structure and building a new 3-story mixed-use building with residential on the upper two stories. The Moscow Urban Renewal Agency (URA), a member of the Moscow Brownfields Coalition, supports the Billings redevelopment plan. The tentative redevelopment is scheduled to occur in late 2017 to early 2018. The Phase II site assessment will be utilized to determine if any remedial activities are needed during the demolition of the building and preparation of the property. If remedial activities are needed, the Billings plan to enroll in DEQ's Voluntary Cleanup Program (VCP) and develop a Voluntary Remediation Work Plan addressing any COC�s that could hinder redevelop of the property for mixed-use including residential.

Former Use: The building was constructed in 1953 for use as a Phillips 66 service station. The Phillips 66 operated through the late 1970s. In the early 1980's, the service station building was remodeled for use as a photography studio and for film processing. An addition was added to the east side of the service station building that operated as a muffler shop and, later, as an auto glass business. A second addition was added to the front of the service station building for a retail showroom that is built on top of the former pump island with the actual pump island support posts inside the building. Presently, the building consists of three sections: the former service station with an office and rest rooms, the current storefront add-on and the add-on east of the previous service station. According to Idaho DEQ records, two 500 gallon USTs were removed and listed as permanently closed; however, no documentation exists with DEQ. There is also no documentation that accounts for the associated piping from the USTs to the pump island, UST vent lines or other associated service station structures. Given that the property was constructed in 1953, the potential for the presence of asbestos-containing materials exists. Additionally, the presence of lead-based paint may be likely.
