Additional Property Attributes

Although petroleum hydrocarbons and VOCs were detected in soil and groundwater on the Site, the detections were all below applicable state and federal screening levels for soil and slightly above standards for groundwater. The groundwater petroleum hydrocarbon and VOCs detections appeared to have migrated to the Site from sources up-gradient and west of the Site, and were not determined to preclude use or redevelopment of the Site, as City water is used at the facility. Asbestos and lead based paint (LBP) were identified in building materials on the Site, and the asbestos was recommended to be abated by an accredited asbestos abatement contractor. The LBP that was identified was recommended to be handled according to state and federal regulations prior to renovation or demolition. PCB ballasts were identified and it was recommended that at the time of building renovation and demolition, any PCB-containing ballasts identified would require special handling and disposal.

Former Use: The Site is comprised of four separate parcels located at 301 North 13th Street; 303 North 13th Street; 1206 4th Avenue North; and 212 North 13th Street (city block between 2nd and 3rd Avenues North and North 12th and 13th Streets) in Billings, Montana. Structures located on the four separate parcels include an office building, a store, three warehouses, and two storage yards. The storage yards contain building material inventory and agricultural supplies and equipment. Past uses of the property include a bread bakery warehouse, a tire warehouse, and a school district office. The owner purchased portions of the Site in 1959 and the balance of the property in 1962. SKR Properties LLC. is in an agreement for a contract for deed regarding ownership. The ESA allowed the buy-sell agreement to move forward between both parties.
