The redevelopment of the 17 story tower is currently underway. When the entire complex is complete, it will have cost $800m and create 2,800 new jobs. The redevelopment of the site will include demolishing over time most, if not all, of the existing buildings. Phase II ESA sampled multiple historical RECs, including previous dry cleaners, gas stations, jet fuel and diesel tanks, and areas of stressed vegetation. Contamination was not detected in soil or groundwater. Given the age of the buildings, asbestos and lead-based paint are likely present, but ABRO did not complete an asbestos/LBP survey. Due to the number and size of buildings, ACM/LBP abatement costs would be outside the grant budget.
