Additional Property Attributes

The Subject Property was developed with a warehouse for a moving company by 1928. Additions were
completed to this building by 1954. The Subject Property continued to be occupied by a moving company
until 2003, when the building was vacated. These operations included the use of three USTs that were
removed in 1997. Portions of the building were demolished by 2009. The remaining portions of the
building and the remainder of the Subject Property has remained vacant since that time. Soil piles were
placed on the Subject Property by 2014 and most of this material was removed by 2018. A soil mound
remained along the southern Subject Property boundary at the time of this Phase I ESA. Environmental
assessments completed in the 1990s and in 2022 identified soil and groundwater impacted with volatile
organic compounds (VOCs) and polycyclic aromatic hydrocarbons (PAHs) at concentrations above Part
201 Generic Residential Cleanup Criteria.

At the time of the reconnaissance, a vacant warehouse was located on the north central portion of the
Subject Property. Concrete slabs associated with former portions of the building were present to the
south and west of the building. A portion of the concrete slab located west of the building was elevated. A
gravel drive crossed the north portion of the Subject Property. The remainder of the Subject Property was
grassed covered land. Piles of debris were observed across the Subject Property. At the time of the
assessment, the Subject Property was owned by the Genesee County Land Bank Authority.

The north and east-adjoining sites along with the Subject Property were associated with the Henry S.
Stevens Moving and storage operations. The north-adjoining site was developed with the truck repair
shop by 1944 and the east-adjoining site was developed as a warehouse by 1964. The Subject Property
and the east-adjoining site were used for storage and unloading of semi-truck trailers and the north-adjoining
site was used for semi-truck repair. The remainder of the surrounding area consisted primarily
of commercial and residential developments. The Flint River and a factory were located to the west. A
filling station was located north of the Subject Property from 1928 until 1967. The surrounding area
remained similar from 1964 until 2010. Residences located to the east were demolished between 2010
and 2018. Multiple USTs were removed from the north and east adjoining sites in 1997. Multiple soil and
groundwater sampling events identified VOC and PAH contamination at both sites. The contamination
located on the north-adjoining site has reportedly migrated onto the Subject Property. At the time of
reconnaissance, vacant buildings and/or vegetated land adjoined the Subject Property to the north, east,
and south. Vegetated land and the Flint River adjoined the Subject Property to the west across East
Boulevard Drive.
