The City of Estacada is considering purchasing the property from RSG Lumber to develop a master-planned community. The City requested assistance from DEQ to conduct Phase I and Phase II investigations to determine what, if any environmental liabilities were present on the property prior to entering into property acquisition negotiations. The owners of the mill property are restricting further investigation/due diligence until a purchase and sale agreement is established between RSG and the City of Estacada.

Former Use: The Estacada Lumber Company processed raw lumber, including preservation using tetrachlorophenol and pentachlorophenol, from 1950 to 2007. Wood preservation ceased in 1984, but mill operations continued until 2007. The site is 95-acres and is located east of Highway 224 and north of downtown Estacada. A 7-acre landfill, used for the disposal of wood waste, is present on the northwest corner of the property along with several mill buildings and a pond. Since 1984, numerous investigations and sampling events have occurred as part of the property�s Solid Waste landfill permit requirements and the National Pollution Discharge Elimination System (NPDES) water quality permit. DEQ terminated the Solid Waste Permit in 2013, following regular monitoring of surface water and groundwater, the installation of a one-foot soil cap, and the planting of approximately 5,000 alder and fir trees. In 1995 and 1996, the Environmental Protection Agency (EPA) conducted a Preliminary Assessment and Site Investigation that included collecting soil and sediment samples from suspected source areas (dip tanks, fuel tanks). Although chlorinated phenols and total chromium were detected beneath the former dip tank, no contamination above applicable screening levels was found at other areas of the site. Therefore, EPA determined that the site conditions were unlikely to pose a significant risk to human health and the environment. The property is currently owned by RSG Forest Products, but the City of Estacada is interested in exploring opportunities to develop the property into a master-planned community. As part of conducting due diligence, the City requested assistance from DEQ�s Brownfield Program to determine what risks, if any, are present on the property.
