IDEQ's Brownfields program tasked their contractor Alta Science and Engineering, Inc. to complete a Phase I ESA on the Martson Properties. On Dec. 5, 2017, Alta's assessment found the following recognized environmental conditions in connection with the property: � Historical Use of the Property (all addresses) � UST (probable heating oil tank at 225 E. Spotswood Street) � Oil/Water Separator (213 E. Spotswood Street and 222 Troy Road) � Contamination of Soil and Water (all addresses) � Asbestos (all addresses) � Lead (all addresses) These properties are located in a predominant location adjacent to State Highway 8 and near the intersection of State Highway 95. The Moscow Urban Renewal Agency is in support of this project. Further this property is located within the Legacy Crossing Urban Renewal District, which ive is to use assessments to support the infrastructure and improvements within the district boundaries. The property is not far from the University of Idaho campus. Re-developing this property will help to revitalize one of the most traveled corridors in the City of Moscow. The property is also located within the Legacy Crossing Urban Renewal District., the plan of which places significant emphasis on the redevelopment of potential Brownfields properties. The City of Moscow Comprehensive Plan also emphasizes community goals and ives designed to promote diverse land uses and strengthen the City's economy. Thompson Development, LLC, 1024 Pine Crest Rd., Moscow, ID is the perspective purchasers. The estimated site value absent contamination issues is $400,000.00. Re-development of the property includes future demolition of the existing buildings and rebuilding of mixed-use depending upon the market demand. The perspective purchaser, Garrett Thompson, is now planning to undertake a privately-funded Phase II ESA utilizing their contractor, Enviro Assessment PC. Their proposed Phase II ESA is estimated to cost approximately $10,000. Former Use: The properties were used for industrial purposes from 1905 to at least 1928. The inactive car wash is located at 213 E. Spotswood St was constructed in 1965. The house, located at 222 E. Spotswood St, was built in 1917 and is currently rented. The commercial building, located at 222 Troy Rd, was constructed in 1945 and has been an automobile repair shop, a carpet cleaners, an electrical shop, and a salvage company have occupied the building, too. Following is a parcel by parcel description. 1) The inactive car wash is located at 213 E. Spotswood St. The car wash is of cinder block construction that was built in 1965 or 1966. There are six wash bays with coin-operated washing stations. Five of the bays are for compact to mid-sized automobiles and one bay, located on the west side of the site, is for larger trucks. According to the Moscow Storm Sewer System Map, there are seven catch basins located within the former car wash. About 15 years ago, the basins were hooked up to the City�s sewer system. The Public Work's Department stated that there is not an oil/water separator and that all catch basins should first connect to the storm water system that should then connect to the sewer system.
