Cleveland Housing Network plans to develop a 71-unit apartment building that will provide permanent supportive housing - a place for people who have been homeless for a year or more to find stable shelter. Tenants might start out rent-free, but they ultimately pay rent equal to 30 percent of their income. Cleveland Housing Network and Emerald Development and Economic Network, Inc., a nonprofit agency commonly called EDEN, have opened 10 such facilities in Cuyahoga County as part of a broader push to combat homelessness. The Brooklyn building anticipates opening in late 2019. The Cuyahoga County Land Reutilization Corp. - the county land bank - took possession of the old YMCA in August 2015, in a deal arranged to avoid a foreclosure. Ultimately, EDEN will own and operate the apartment building, and FrontLine Service will provide on-site support. Third Quarter 2017 - Limited Phase II completed for the site. Results of the soil testing show that VOCs, PCBs and TPH were not present in the soil at concentrations above the VAP standards. Benzo(a)pyrene and Arsenic and Lead samples were found in concentrations above residential standards. A limited property specific risk assessment (PSRA) was undertaken to determine if the chemical compounds detected are likely to pose an unacceptable health risk to the proposed residents. The consultant concluded that with targeted soil removal, applicable standards are met for residential land use with a point of compliance of four (4) feet. Applicable standards are also met for construction activities attributable to direct contact with soils except for lead. A soil management plan or remedy was recommended prior to excavation activities. The results of concrete testing showed that no PCBs were detected at concentrations exceeding the VAP standards cited for comparisons. Fourth Quarter 2017 � CCLRC finalizing documents with developer to prepare building for demolition. First Quarter 2018 � CCLRC finalizing demolition specifications and received bids for the asbestos abatement. Asbestos abatement and demo bids will occur in second quarter 2018. Second Quarter 2018 � Demolition underway. Removal of all universal wastes such as bulbs, ballasts, thermostats, household chemicals and potentially hazardous materials such as pool chemicals, etc. The gathering and proper disposal of these chemicals was not funded through EPA grant. It was paid through other project funds. EPA grant funds were used to test oils from electrical transformers located within the YMCA electrical rooms. Testing was performed by Partners prior to demolition and confirmed that the transformers did not contain PCP�s. Third Quarter 2018 � Demolition complete. Workers have complied with Risk Mitigation Plan recommendations provided by Partners Environmental. Removal of last remaining hydraulic lift pit from structure at 3873 W. 25th is scheduled for October 18th and 19th. This work will be performed by Enviroserve and it will be paid from other project funds. Fourth Quarter 2018 � Site finish complete. Parcels transferred to developer for new construction. CCLRC involvement complete.

Former Use: Operational History: The former YMCA building sits on parcels -006 and -052. The former YMCA was the location of a former gas station from 1930 � 1952. In 1955, the gas station was removed and the nearly 50,00 sq. ft. YMCA was constructed. The Y closed in 2006 and the building unoccupied since that time. A vacant garage sits on parcel -005. The garage was formerly the location of an auto dealership and has been unoccupied since 2000. Current Site Use: Vacant and unoccupied buildings. No current use.
