Additional Property Attributes

DEQ's contractor completed a Phase I ESA in December 2018. RECs identified include uncharacterized drains, oil-water separators, former shop/oil storage areas, catch basins, and a former septic drain field (former office). A Phase II limited additional investigation is recommended. JD Lumber plans to sell the 40 acres that comprised the former lumber mill operation area. The Priest River Development Corporation (PRDC), local economic development authority, wants to expand their Industrial Park located adjacent to the JD Lumber property to facilitate expansion and future manufacturing growth in Priest River. The Bonner County Economic Development Corporation was contacted in December 2018 by a builder/developer out of Coeur d'Alene interested in purchasing the property to support PRDC's expansion plans. Two existing manufacturing companies currently located in the Industrial Park are looking to expand and increase the number of manufacturing jobs in Priest River: 1) Aerocet�, Inc., ( http://aerocet.com/ ) a world-leader in the composite aircraft float market, plans to expand its composite aerospace manufacturing business 2) Lone Wolf Distributors ( https://www.lonewolfdist.com/ ) a leading Glock accessory supplier. Present assessed value of JD Lumber totals $326,170 for the bare land. Aerocet and Lone Wolf's expansions would result in the land acquisition and construction costs in the range of $1.8M to $2.2M. Once built, Priest River could realize up to another 40-50 full time jobs.

Former Use: For nearly 40 years, JD Lumber Company (JDL) employed up to 225 people, working two 8-hour shifts daily. In August 2008, JD Lumber announced that they sold the sawmill and all 60-acres to the Idaho Forest Group, LLC. All 225 workers were laid off. In Sept. 2008, JDL hired a contractor complete a ?Modified Phase I/Phase II Environmental Assessment? of the property. The assessment found three areas within the former mill with potential contaminants of concern (PAHs & RCRA-8 metals): 1) JDL wash down area located adjacent to the maintenance shop building that housed the equipment fueling pad and lube storage facility, 2) JDL Shop located to the south of the Planer, north of the twin Decks and west of the Feed Tray Sorter, and 3) Nelson Lumber Company Shop (JDL?s predecessor). DEQ's contractor completed a Phase I ESA in December 2018. RECs identified include uncharacterized drains, oil-water separators, former shop/oil storage areas, catch basins, and a former septic drain field (former office). Based on meetings with JDL, future reuse will continue to be industrial. A Phase II limited investigation was recommended. This Phase II will include both incremental sampling methods (ISM) and discrete sampling to characterize the chemical content of soil. Direct-push technology (DPT) will be used to advance soil borings in one (1) decision unit (DU) that was used historically at the SITE for green lumber storage during mill operations. Soil from this single DU will be collected from shallow borings utilizing Incremental Sampling Methods (ISM). Additional DPT borings will also be advanced to obtain soil samples in several other areas of the SITE that were identified during completion of the Phase I ESA as requiring further investigation to determine whether contaminants of concern exist at concentrations exceeding regulatory standards.
