Former Use: The Margaret Manson Weir Memorial Park (Site) is located along Riverview Drive in Weirton,Hancock County, West Virginia. The Site is approximately 6.47 acres surrounded by a residential neighborhood and the Williams Country Club golf course. The Site is currently used for public recreation. The Site contains an approximate 13,000 square foot public swimming pool that was constructed around 1934 but has not been used since the early 2000s. The pool is an above ground avoid structure that also includes dressing rooms and a perimeter walking ramp. The pool is weathered with loose and peeling paint. The paint is suspected to contain lead given the age of the pool. The Marland Heights Community Association is planning to renovate and repaint the pool. This Sampling and Analysis Plan (SAP) provides a scope and schedule for performing a lead-based paint (LBP) survey of the pool structure and is a supplement to the Quality Assurance Project Plan (QAPP) that has been approved by United States Environmental Protection Agency (USEPA). The purpose of this Phase II ESA is to identify and quantify LBP so that proper abatement can be completed prior to the pool renovation.
