The Kansas Department of Health and Environment received a Brownfields application from IJN Properties LLC for their property located at 100 S. Christian Ave. in Moundridge, KS. They requested a Phase I BTA with asbestos and lead based paint surveys for the Coastal Mart BTA project. The application was approved on February 2, 2018. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a NESHAP Asbestos Survey at the above referenced property in Moundridge, Kansas. Based on the information collected during the Phase I report, a �Recognized Environmental Condition� was identified as potential hazardous substances and /or petroleum products due to a historic auto and gas station located on the property. Due to the identified REC, KDHE recommends a Phase II environmental assessment. Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 3,400 square feet of black mastic under ceramic tile mortar and grout (3% chrysotile). Lead-Based Paint was not identified at the property. KDHE completed a Phase II BTA to evaluate the RECs identified during the Phase I. The Phase II consisted of four soil borings collocated with four groundwater probes. Eight soil and four groundwater samples were collected at the site for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compound (VOC) analysis. Based on the soil data obtained during the Phase II BTA activities, VOCs and TPH Low Range Hydrocarbons (LRH) were detected in the soil at concentrations above their respective non-residential soil to groundwater pathway and Risk Based Standards for Kansas (RSK). Groundwater data also indicates detections of VOCs at all four sample locations above their respective non-residential groundwater RSK. TPH LRH was also found in a groundwater sample from the location of SB-3, as well as TPH Medium Range Hydrocarbons (MRH) at the locations of SB-2 and SB-3. These TPH detections in groundwater were above their respective non-residential groundwater RSK. Based on the intended use, the site was referred to the Leaking Underground Storage Tank (LUST) Program for potential investigation. The property is cleared for redevelopment; however, the Brownfields Program recommended working with the LUST Program if redevelopment plans may encounter contamination. The site was referred to the LUST Program on November 7, 2018 and determined to be eligible on November 27, 2018. The Coastal Mart BTA received the LUST project title Convenient Mart with a project code U5-059-15162.
