Additional Property Attributes

These two parcels were previously part of a larger unit of land that was used for the dumping of municipal solid waste by some residents and businesses in Ely, NV from the early 1900s (it was acquired by White Pine County through tax foreclosure in 1912) into the 1950s. In 2004, White Pine County applied to NBP to assess and clean-up the site, which was a single parcel lot at that time of approximately 10 acres area, with the intent of having the parcel developed for single family residential homes. Following a Phase I and Phase II ESA that included a geophysical investigation that helped delineate the extent of the waste, the County approved a Corrective Action Plan (CAP) proposed by NBP that subdivided the parcel into two roughly equal 5 acre lots, removing the known extent of solid waste from the western lot and hauling it to the eastern lot to be commingled with the waste disposed of on that site. Closure of the eastern lot was achieved by compacting the commingled waste and covering the combined waste pile with approximately 2 feet of compacted soil borrowed from the site. The capped waste was finish graded with a gentle crown to promote the run-off of precipitation and seeded with native vegetation. A 6-feet tall chain link fence was constructed around the perimeter of the capped waste to prevent traffic from disturbing the cover and to discourage trespassers from additional dumping. The intent of the CAP was to provide the County with an approximate 5-acre site ready for residential redevelopment and to appropriately close the adjacent 5 acre site in a method compliant with RCRA Subtitle D and state solid waste regulation. The County was not successful in marketing the remediated parcel and asked for an updated Phase I ESA believing markets for residential development had improved and made the site more attractive. Assessment of the other parcel was requested to determine if the site might be returned to public access as green space. A limited Phase II Environmnetal Site Assessment (ESA) was requested by the private property owner of Parcel 005-341-17 through the Rural Desert Southwest Brownfields Coalition. The Limited Phase II ESA evaluated near surface soil conditions and groundwater conditions to inform the property owner's redevelopment plans as a grazing area for cattle. Depth of soil sample collection was limited to depth of expected root growth, approximately 2.5 feet below ground surface. Laboratory analytical data did not find constituents of concern above their reportable concetration and quantity in either the groundwater or the landfill soil.
