Deed Restriction filed to prevent the use of groundwater on the site from the adjacent Former Austin Coastal Terminal. However, the property is going to remain undeveloped as parkland, and assuming no structures will be built on the Site, it was concluded that vapor intrusion was not a REC. More information: File review, previous ESAs, and databases searched indicate that a release of petroleum products occurred at the adjoining property to the northwest of the Site. Formerly known as the Austin Coastal Terminal, a Deed Restriction of Groundwater Use exists for the Site and adjoining properties to the north, west and northwest. Records provided indicate that a Plume Management Zone has been established under the adjoining properties to the west and northwest. A restricted use No Further Action letter was issued by the TCEQ on June 27, 2007 related to a release of petroleum products in the early 1990s. The PMZ was established which completed response actions activities associated with Class II Groundwater contamination. A Limited Phase II performed by INTERA Inc. in June 2016 at the adjoining property to the west detected target constituents of concern (COCs) which consist of petroleum hydrocarbon volatile organic compounds (VOCs) as well as 1,1,2,2-TCA and Chloroform at concentrations that exceeded the associated Environmental Protection Agency (EPA) Vapor Intrusion Screening Levels (VISLs) at 9.5 to 10 ft. below ground surface (bgs). Another Limited Phase II was performed by INTERA in June 2017 on the former Austin Coastal Terminal property to the northwest of the property. Target COCs consisting of petroleum hydrocarbon VOCs and several non-target COCs concentrations were detected at levels above the EPA VISLs. The restricted groundwater use, the PMZ, and the presence of COCs at levels above the EPA VISLs on the adjacent properties upgradient of the Site represents the presence or likely presence of hazardous substances beneath some or all of the Site due to a release to the environment.

Govalle Terrace Partners is donating this property to the City of Austin to use as parkland in East Austin. Before taking ownership of the property, a Phase I ESA was requested as part of the required due diligence. The Phase I ESA identified one REC, potential concerns from groundwater contamination from the plume management zone (PMZ) at an adjacent site that was closed out through the TCEQ VCP. The Govalle Terrace project is an affordable multifamily development in the larger thinkEAST planning utility district (PUD). ThinkEAST is a "creative" mixed-use developments with heavy involvement of Govalle residents. The organization conducted numerous stakeholder meetings and community engagement events, determining through feedback from more than 400 neighborhood residents that affordability was a primary concern. ABRO continues to work on multiple projects in the thinkEAST PUD, on projects from both the FY14 and FY17 grants. * Fusebox (nonprofit) intended to purchase property in the thinkEast PUD, and ABRO completed the due diligence on their behalf. Fusebox ultimately went with a different * The Cesar Chavez Foundation created 97 units at 5600 Jain Lane. 10% of the units are for persons with mobility disabilities and 2% of the units for persons with sight and hearing disabilities. 100% of the units are for families at/below 60% Area Median Income (AMI), and 4 units are reserved as permanent supporting housing for individuals earning 30% AMI. The Cesar Chavez Foundation applied for 2018 Affordable Bond funds to assist with the development of this affordable housing project. They were able to leverage $18.1 Million of private funding for the project and were recommended for $4.2 Million in City funds. A groundbreaking ceremony was held in September 2019, when construction of the renamed Los Portales de Lena Guerrero. The Community will have the Cesar Chavez Foundation's flagship after school program, Si Se Puede Learning Center, and features a picnic area, playground, multi-use community space and provide housing & resources for transitional-aged youth in the Austin Area. "We're pleased to break ground on our second affordable housing community in Austin to address the needs of Latinos and working families. It's fitting to name this property after Lena Guerrero, a positive force in the community who fought tirelessly for farmworkers and the disenfranchised," said Paul Chavez, President, Cesar Chavez Foundation. The 4 acre Cesar Chavez Foundation development fulfills community needs identified in the larger thinkEAST master plan. The 24-acre mixed-use project seeks to create a new district for Austin creatives in Govalle, with multiple components including affordable multifamily housing and studio space for local artists. * Approximately 300 units of affordable housing for families earning 60% and below AMFI * 9 acres of public space including parkland and space for community gardens * Space for innovative community health hub and/or health services * 4 acres dedicated to spaces for arts, culture, and creative industries * Approximately 100 units of live/work space targeting artists and creative industries * Market-based housing and retail 6 acres of thinkEAST has been sold to Housing Authority for the City of Austin (HACA) to develop 170+ units of 100% affordable housing. 4.5 acres was developed as a Cultural Trust that would create up to 240k SF of permanently affordable space for arts, culture, creative industries, and health. This site could include artist studios, performance and rehearsal spaces, non-profit offices, a health clinic, and community spaces. 2 acres of thinkEAST is available for market rate housing and live/work units.
