Additional Property Attributes

In 2018, KG&T Septic, Inc. leased the property from the current property. Since leasing the property, KG&T has done a considerable amount of underground utility service in Sandpoint and Bonner County. KG&T plans to expand their presence in Bonner County and feels that by purchasing this leased they can continue to grow their business. If KG&T acquires the property, their immediate property redevelopment plans include: 1) new roof on the warehouse building, 2) paving the gravel parking lot and 3) replacing the existing clay sewer lines with upgraded lines. Additionally, as the business grows, additional employees will be brought on. In January 2019, a Phase I ESA completed by First Interstate Bank's contractor identified the RECs including petroleum and hazardous substances. The potential purchaser contacted the City of Sandpoint at that time and the City sent a letter requesting that DEQ enroll the property in the Brownfields program. A Phase II ESA will identify potential environmental contaminants to see if the RECs were merited and/or if those concerns need to be mitigated by either a cleanup or whether an environmental covenant via the State's UECA program limiting activity and use to the current zoned commercial/industrial purpose would be protective of human health and the environment. According to a 1921 Sanborn Fire Insurance Map, the subject property was occupied by the Texaco Company as a bulk fuel plant. From 1921 to 2005 there was no change to land use; however, multiple entities owned the property during that 84 year time period. In 2005, the property was purchased by the current owner. Based on documents obtained from the City of Sandpoint, from 2005 until 2018, the owner used the site for storage of petroleum-based products, paints, fairing compound kits, and electrical transformers. Based on the historic use of the site as a bulk fuel plant, petroleum products are considered a recognized environmental condition (REC) for the property. However, the property is not a "Petroleum-only" assessment because the he property is located in an area historically occupied by wood treatment plants and soil and groundwater contamination has been identified on the contiguous property to the north and west as a result of the historical use.

The contaminants of concern include chlorinated phenolics and petroleum hydrocarbons including pentachlorophenol (PCP) and polycyclic aromatic hydrocarbons (PAHs). According to a report titled "Analytical Results for October and December 2003 Groundwater Samples, Thurlow Property, Sandpoint, Idaho" by Maul Foster & Alongi (MFA) in March 2004, two borings were advanced on the subject property. One boring was located on the southeast corner of the subject property near North Boyer Avenue and the second boring was located on the west edge of the site behind the larger warehouse structure.
