Additional Property Attributes

A Phase I ESA was completed under the previous Cooperative Agreement and identified RECs associated with the property. Since the aforementioned Phase I ESA, the Indiana Brownfields Program issued a Comfort Letter for this Site. Current CA funding was used to perform an ACM/LBP Survey at the Site. ACM was identified; however, no Regulated Asbestos Containing Materials (RACMs) were identified. Former Use: The Property consists of four parcels situated on the east and west sides of South Lebanon Street. The Property on the east side of South Lebanon Street contains a vacant 10,016 square foot building consisting of a 6,000-square-foot car canopy, showroom, bathrooms, office spaces, maintenance and service areas, a second story living quarters and an associated parking lot. The Property on the west side of South Lebanon Street consists of a parking lot and unimproved land to the west of the parking lot. For the purposes of this eligibility request, the property on the east side of South Lebanon Street is the focus. The Property is located in an area characterized by commercial, residential and light industrial land use. The Property appears to have been developed since at least 1887. The Property has historically been a grain elevator, seed company, railroad depot, a wood yard, coke and coal yard, automotive sales and repair shop, and residential dwellings. A 345-gallon underground storage tank (UST) was depicted just west of the east Property in S. Lebanon Street on the 1919 fire insurance map and two gasoline tanks appeared on the 1929 fire insurance map adjacent to the east Property. The Property was identified in the regulatory agency database report provided by Envirosite Corp. as Wiatt Feed and Grain in the Indiana brownfield database. The Waitt Feed & Grain is listed in the Brownfields Indiana database under BFD number 4161107. The Property was also listed in the FRS database under registry ID 110058525868. The Property was not identified in the Indiana Department of Environmental Management (IDEM) Virtual File Cabinet (VFC). The IN-FRS database provides the interface and processes to link facility data monitored by multiple State and EPA program systems. In addition, IN-FRS enables IDEM to reconcile environmental data and exchange it with EPA FRS using the electronic data exchange over the Network Node. A machine shop, oil house, heating and light company, auto sales and garage, coal and coke yard, cleaners, gasoline stations, and oil companies were identified in the surrounding areas of the Property in the City Directories and Fire Insurance maps provided by Historical Information Gatherers (HIG).
