Former Use: The subject property encompasses approximately 0.6 acres along South 4th Street at an elevation of 4,837 feet. Topography dips to the west-southwest toward the North Platte River. The earliest useful historical source reviewed was a 1903 Sanborn Fire Insurance map, which depicted the subject property as developed with a small structure. The structure was razed soon after, and the Douglas High School was constructed on the property in 1914. In 1956 the school district sold the subject property to the City of Douglas. The City then leased the property to Carter Oil Company in 1957, which later became an Exxon gas station. The gas station operated for at least 22 years (1957 ? 1979) before the property was converted into commercial retail space. The Boys and Girls Club and a salon have occupied the subject property since at least 2010. An interview with the City of Douglas Community Development Director conveyed concern for contamination at the property due to the history of neighboring gas stations and auto repair facilities on the corners of Center Street and South 4th Street in a 1944 Sanborn map. Asbestos and lead-based materials at the property were also of concern. The property operated as a gas station for at least 22 years and had four USTs for 39 years. Although soil excavation and natural attenuation were used as remediation methods for a LUST which contaminated the property?s soil with gasoline in 1989, there are no records of environmental sampling to confirm contamination no longer exists at the site. This finding is considered a REC.
