Additional Property Attributes

The property is developed with two large structures. The larger structure was utilized as a warehouse and the smaller structure housed offices and the manufacturing area. The property was developed and has been used as an industrial site since the 1950s. The last few owners of the property have been DMC Holding Company, Inc., Everett T E Montague Trust, and Montague Everett. The Newport Economic Development Commission (NEDC) requested the TBA as a potential purchaser of the property. The Phase I ESA identified three RECs: 1) The adjoining property to the north has been operated as an aluminum rolling mill since the 1950s. The site, operated by Norandal, is a known leaking underground storage tank facility. Records reviewed as part of this ESA indicate the tank pit was located just north of the property boundary. Contamination from the release may have contaminated shallow groundwater along the northern property boundary. 2) The adjoining property to the east was formerly operated as arefinery. The Diaz Refinery has known groundwater contamination with VOCs present. Records reviewed as part of this ESA indicate the plume extends onto the southeast corner of the project property. 3) A large number of industrial drums and containers were located within the two structures on the property. Many of the containers are labelled and contain flammable materials, however, not all of the containers are marked. Additionally, a large number of the containers are in poor condition and are exposed to the elements in areas where the roof of the structure is in disrepair. The potential for a release from these containers is high. NEDC's plan was to use the property in conjuction with a neighboring company for expansion purposes and the creation of up to 150 additional jobs in Jackson County. A Phase II ESA would need to be performed to identify the extent of contamination. Redevelopment status is currently unknown.
