Additional Property Attributes

The property, currently owned by the City of Texarkana, contains the former Boys & Girls Club building, and a former concession/restroom building. According to the building cornerstone and other historic records reviewed, the building was constructed in 1953 by the Texarkana American Legion, and originally contained Texas Post 25 and Arkansas Post 58. The main building contains offices, open space, restrooms, storage areas, and a gymnasium. Some areas of the building had been partially renovated, while some areas were in disrepair. Southwest Arkansas Planning and Development District requested Targeted Brownfield Assisstance as a potential buyer of investment properties in the district. No RECs were identified in the Phase I ESA, but the asbestos and lead-based paint survey did identify asbestos containing materials and lead. At the time of these assessments, the City did not have the funding for abatement.
