Additional Property Attributes

The site was previously owned by the City of Iberia, but ownership has transferred to the Lake Ozark Council of Local Governments. This site was originally a bar and pool hall, and most recently used for selling saw equipment. The multi-story building was believed to have been constructed in the 1930's and has been demolished. Phase I and II Environmental Site Assessments (ESAs) were conducted as part of the BVCP's Brownfields Assessment program. The Phase I ESA identified suspect asbestos-containing materials (ACM), lead-based paint (LBP) and potential polychlorinated biphenyls-containing ballasts. An adjacent underground storage tank site was identified as a recognized environmental condition. The Phase II ESA confirmed the presence of asbestos-containing materials (ACM) and lead-based paint (LBP). Excessive concentrations of lead were identified in two surface soil samples and one groundwater sample. Two supplemental assessments found excessive levels of lead and, to a lesser degree, arsenic, in surface soils and groundwater and mostly delineated the previously identified lead contamination. Polycyclic aromatic hydrocarbons (PAHs) were also identified in groundwater. The site building was demolished between July and November 2017. In March of 2018, an Analysis of Brownfields Cleanup Alternatives (ABCA) was completed using data collected during previous assessments. Three alternatives were evaluated: no action, complete removal of contaminated soil with risk assessment, and capping-in-place of contaminated soil with risk assessment and activity and use limitations. The site has applied to the Environmental Improvement and Energy Resource Authority (EIERA) for funding to conduct remediation of the lead-contaminated soil. Per EIERA requirements, the site has enrolled in the BVCP for remediation oversight in 2019. A Phase I update was completed December 2018 prior to the Lake Ozark Council of Local Governments taking possession of the property, as the previous Phase I update had expired. The site is planned to be used as green space. Under the BVCP, a risk assessment showed that the arsenic in surface soils was typical of naturally-occurring background levels for the area, and that the lead and PAHs in groundwater were not a risk. Lead-contaminated surface soil was excavated to the extent practicable, and disposed off-site. Concentrations of lead remain in surface soils that exceed residential, non-residential, and construction worker risk-based target levels. However, no further excavation is possible due to site constraints. The site has been capped with concrete and activity and use limitations will be implemented to restrict the site to non-residential use only, and to prevent exposure to the lead-contaminated soil. The site will be used for vehicle parking. BVCP issued a Certificate of Completion for the site on March 3, 2022.
