Additional Property Attributes

The Victoria Cotton Mill operated on the site from the 1910s to the early 1960s, and has been utilized for residential and commercial uses since that time. The property is currently a vacant lot. The intended re-use of the site is likely going to be for multi-family housing and/or commercial uses.
After completion of a Phase II Environmental Site Assessment, South Carolina Department of Health & Environmental Control responded:
The South Carolina Department of Health and Environmental Control (Department) has completed the review of the above referenced document dated July 22, 2021. The Department agrees with the conclusions and recommendations presented in this report, which include:
1. A media management plan shall be prepared and submitted to the Department for review and approval. The approved media management plan shall be in place prior to any soil disturbance on the property.
2. Based upon the volatile organic compounds detected in groundwater, soil gas assessment must be performed prior to the construction of any structures intended for human occupancy.
3. Based on contaminants remaining on the property, a Declaration of Covenants and Restrictions shall be recorded restricting specific uses of the property.

A developer is being sought after for property redevelopment. Once a developer is on-board, a media management plan and soil gas evaluation will be completed for review by SCDHEC.
