The subject property is a �7-acre lot containing an active distribution substation and two cooling ponds, accessed directly from Lower Welden St. Stevens Brook, an impaired waterway with an approved TMDL, intersects the subject property. Based on review of historic aerial photographs and Sanborn maps, the subject property was undeveloped until the 1950's when the diesel generation plant and distribution substation were built on site by CVPS. The diesel generation plant was operated intermittently during peak demand up until 2012, when the plant was razed. The independent distribution substation on the northeast portion of the parcel remains active. The property was managed by GMP, which merged with CVPS in 2012, until its purchase by St. Albans City in 2020.
