Additional Property Attributes

The Site includes existing Buildings C-19, C-20, C-21, C-22, C-23 and the C-23 Annex, as well as former Building C-29 and the former East Fuel Farm. Building C-19 was constructed in 1979, and is owned by the Thomas V Giddens Living Trust. The other buildings were built in stages starting in the late 1950s. Since construction, these buildings were operated for aerospace parts manufacturing. Historical manufacturing processes/structures in this area of the Site included: maintenance shop, freezer, brake press, tumbler (Building C-20); sheet metal fabrication, forming, welding, heat treating (Building C-21); machining, stretch form, and hammer shop (Building C-22); and machining, hand forming, trimming, assembly, painting, and deburring (Building C-23). These industrial activities have contaminated the site with many chemicals but primarily TCE other solvents. Hydrocarbon-related compounds have been detected in soil in limited areas. Contamination is wide spread in soil and groundwater throughout the 8 acres.

Currently only building C-19 is occupied. Buildings C-20 thru C-22 are likely to be demolished when funds are available. Building C-23 future is undetermined.

The proposed investigation will collect indoor air samples from Building C-19, evaluate the indoor air migration pathway, and may included additional soil and groundwater samples to better delineate site contamination.
The Airport has had various potential tenants inquire about leasing the property. The Airport has been unable to lease the property due to the type and extent of contamination. This is a significant loss of revenue for the Airport.

Also, the Airport is currently in the beginning stages of updating its FAA Airport Master Plan. This Master Plan will inventory existing site conditions and forecast development for the next 20 years. Redevelopment of this area will support aerospace needs of the region. A 2020 WSDOT Aviation Economic Impact Study for Snohomish County Airport states that it ".supports 158,227 jobs and has a total economic impact/business revenues of $59.9 billion annually". The redevelopment of this area will be critical to retain those jobs and create additional living wage jobs for the state.
