Additional Property Attributes

The Missouri Department of Natural Resources' Brownfields/Voluntary Cleanup Program oversaw 4 different assessments under 3 separate cooperative agreements at the site. In 2005, a Phase I and Phase II was conducted for the entire military school property. The Phase I identified heating oil tanks as a REC, but the Phase II did not find any contaminants present above actionable levels. In 2014, an asbestos-containing material (ACM) survey was conducted of the Administration Building and identified ACM in the building. In 2016, a Phase I and ACM survey was conducted of the Kemper K Barracks building. No RECS were identified, but ACM was identified in the building.

The following information was submitted by the Environmental Improvement and Energy Resources Authority:

The Kemper campus has been subdivided into several property parcels. No Further Action Letter Received 2/11/16 for the remediation of the Admin bldg. A new subgrant was awarded 8/29/2017 to remediate the K Barracks building. Former Use: Military School with four buildings including a science hall, library learning center totaling approximately 40,275 square feet. Asbestos Containing Materials and Lead Based Paint were removed from the site with a Certificate of Completion achieved. Total spent on K Barracks and Admin Building was $172,561.53 and $89.343.83; respectively.

In 2022, assessment work began on the D & A Barracks buildings. The 23,500 square-foot A Barracks and the 71,000 square-foot D Barracks were part of the former Kemper Military Academy. The buildings are derelict but in stable condition and may contain asbestos containing materials and lead-based paint. Prior site assessments include a 2005 Terranext Phase I and II Environmental Site Assessment and a 2001 Show Me Environmental facility inspection. The condition and contamination has made redevelopment a considerable challenge, particularly for private investment. Proposed redevelopment of approximately 50 senior living apartments at the two buildings to be done by a private developer. A Phase I was conducted on D & A Barracks. Although this Phase I indicates no recognized environmental conditions (RECs) a 2001 Asbestos Inspection Report and Maintenance Plan indicates both Building D and A contain asbestos on each floor of the building including insulated piping and pipe joints in the basement, insulating piping and vinyl flooring on the main floor, and 9-inch vinyl floor tile on the second, third and fourth floors. These buildings are intended to be developed for senior living facilities.

A new Phase II was conducted for D and A Barracks:
For the A Barracks building, six of the forty-nine samples of the 15 suspect bulk structural materials were determined to contain asbestos. Those materials included 9-inch X 9-inch floor tiles and/or mastic or tar paper (four types), pipe wrap, and mudded pipe elbows. Those materials contained asbestos (chrysotile) at concentrations ranging from 3 to 60 percent (%). * For the Lead-Based Paint (LBP) inspection, 1,233 x-ray fluorescence spectrometer (XRF) readings were taken of the painted surfaces at the two former buildings. In both buildings, LBP was identified on plaster walls, doors, doorframes, window frames, baseboards, and stairwell components (handrails and newel posts).

An ABCA was conducted for cleanup of the D and A Barracks. The purpose of the Analysis of Brownfields Cleanup Alternative (ABCA) is to present viable cleanup alternatives based on site-specific conditions, technical feasibility, and preliminary cost evaluations. The evaluation of cleanup alternatives for the Kemper Park, D and A Barracks site includes the removal of Asbestos Containing Materials (ACM).
